Exclusive Wars
Wars against C3 countries, are now "exclusive". As long as a war is on, no other country can declare war on the same C3 country. It happened in the past that a new player was near victory in such a war and an experienced player made the last hit and took the country.
We want the new players to have a chance to conclude such wars. There are enough C3 countries to wage war against.
