Detailed Description:
It has come to my attention recently some of the acts within the security-council seem fairly corrupt! (Please refer to forums for my take on this). The bigger players benefit amazingly, when us ranked outside the top 20 don't get a look in. I say we need a Union to stop the corruption and stand up for those not ranked in top 20. I call for a "Union of Diplomacy" Who assesses decisions made by the security-council.
If no justifications for their proposals can be found then the security-council shall take all active parties and pursuit an appeal case, and see if they can overturn corruption!
Vote YES for a "Union Of Diplomacy" if you wish to stop the corruption.
40 gamers voted for the proposal.

The proposal has been ACCEPTED.

We intend to update the rules of the security council. We will forbid any money to be given to any country in the top 20 and forbid any money given to members of federations where the security-council are members.
We will also make sure that no money is given to countries that do not need any additional funds.
Mambers of the security-council that are chosen at random (when a member resigns), must be countries with at least 40 millions in population and positive assets.
These changes may be sufficient. If not, we will introduce more measures that will make the security-council reliable and helpful.
