We have recently removed the limitation on growth by external transfers. Growth must remain limited or otherwise, the world population will explode and it will become impossible to process the game procedures.
We think that it makes sense to limit growth when population numbers are high. You can easily extend your empire with another country, conquering a C3 and have another large population country. The effect is similar.
