Detailed Description:
I suggest a treaty be added that player may VOLUNTARILY Sign (It would be a world wide treaty with all the signing country's shown) that they will not possess Nuclear weapons or the means to deliver them. If they sign the treaty they wont be allowed to build Nuclear Corps or buy Nukes. On their country page there would be a symbol stating they have signed the Nuclear Proliferation treaty. They can remove their name but it would take 1 game year after they click to go off the treaty b4 they are allowed Nukes and they wouldn't be allowed to sign it again unless they go 1 game year without any nukes, nuke corps. This Suggestion would allow players to show their stance on Nukes. Please vote YES
