Sniper
Mortar Bombardier
Rifleman
Guerrilla(deals increased damage when attacking a city)
Heavy Trooper (carries a minigun to take out aircraft and vehicles)
these units take up very few medium managers if any at all since these are grunt units they would largely consist of 99% low workers. If you are in favor of having units that don't suck up your medium manager pool then vote yes if you want to continue having too many low workers and not enough medium managers then vote no.
