War against a country with a president can be very difficult, if not hardly possible. There are two reasons for the problem.
The first reason is the very large number of targets that must be destroyed or conquered to win any such war. This includes the number of large cities and their numbers are now declining as the cities become larger.
The number of military targets can also decline to reduce the high density of objects on country maps and the number of war actions needed to win a war.
The second reason for the complexity of large wars is the very large number of defensive weapons that can be stationed at each target. That issue will be addressed shortly with a new deployment system that will make deployment more transparent, allowing unit size defenses to be stationed at all targets.
