Detailed Description:
so far a federation declaring war on a single country is pretty much the same as a single country declaring war on another country but i propose that the fed could have its on sort of military like the U.N. I think the fed could build it's army both ways either by having it's members donate troops and weapons and money to the fed just like the U.N. does and the feds members could also contribute a percentage of the money they make each month so the fed could buy weapons and other products. The feds military command could be distributed among the members depending on how many weapons and stuff is a country plans to countribe, for example say a fed has 100 military units made up of all the contributed weapons and troops from memebers and country1 contributes 1000 weapons and country2 decides only contributes 200 weapons then country1 would get something like 10% command the military units which would be 10 units which is a mixture of all contributed weapons while country 2 only gets like 2% which would be like 2 military units .Even though a president may have 40% command declaring war would still be decided by voting. The fed Military could be useful for wars and helping a country in a fed against rebellions by sending in a peace keeping force. The units anme could be decided by the player who controls it and if a member abuses his power the chairman or a vote could take away their power. Oh and when the fed wins a war against someone and takes it over parts of the country could be distributed evenly among the members and each occupies distict would be called like east country3 west country3 just like east and west germany or north and south korea. last thing i think that the fed use some of its money to help a economy destroyed or a severely damaged country that is a member of the fed. vote yes for a more united federation!

This is interesting but quite complex while we have very urgent issues that must be taken care of before. What we do plan to add, is a feature that will allow countries in a federation to create military units and move them into another country and put them under command of a president in a different country in the federation.
The feature will make it possible for federation members to agree on how to structure their federation army.
