Detailed Description:
I am of the opinion that the levels are unfair for peaceful countries (again, remember the helicopter bug?) Peaceful countries will not need an army and will probably dispense of them. However that means that your countries defensive index will drop to about 65. It also means that you cannot get it higher again as you cannot buy weapons. This also means that you will NEVER reach level two or higher as the defense index starts at 75. This also means that you will never have a chance of earning GC as you cannot "un-peaceful" your country. Vote yes if you think this is unfair and W3C should change this, vote no if you think a peaceful country should (again) be at an unfair disadvantage.

We agree that peaceful countries do have a problem with these levels. We will however develop a different level system for peaceful countries that will not require them to build the army.
