Detailed Description:
The gamemasters continued conversion of highly trained workers back into the LLW status has got to STOP. Players have millions of LLW's already available only to see the next game month, a million more and new shortages in the highly trained workers. The gamemaster, by this action, is making the education system useless and we might as well close every school and university. Please vote YES to ask the gamemaster to STOP these worker conversions. Thank you.

The function is necessary to prevent negative numbers of workers in some groups. Conversions occur when the number of LLW's in a specific age group is going negative. This may be the result of over education and a large army.
We intend to improve that function, prevent the conversions and limit the education to the available number of students, which will prevent overshooting by the education system.
