Detailed Description:
I propose you decrease the population necessary to xfer out of a country to 4.5m in countries with total populations less than 10m. And have a smaller xfer denomination of maybe 100k per month or something instead of 1m. That way if the smaller players want to get more pop to catch up to the bigger guys, we can take control of c3 countries, and xfer 1m population to our main for every 10 countries we take per month. Would be a much better system than this trading employees for other employees with a max net gain of maybe 20k employees a month, why continue the charade and just give a straight pop xfer option...
