Detailed Description:
Allow peaceful countries to purchase and use helicopters for disaster recovery efforts. Currently peaceful countries can't purchase helicopters because they are a "Military" item. However, if you are a peaceful country and you have a disaster you lose citizens every month due to lack of helicopters until the recovery effort is complete.>br> (I think this many have been brought up before.)

With the introduction of secured mode, all peaceful countries are now in secured mode and are able to purchase any military products, including helicopters. That problem is now solved.
