Detailed Description:
I think that a single empire should be counted upon as one entity in a Federation. I think a good way to make this happen is to enable slave countries be tied economically and militarily to it's master country, therefore the only country that would need to join a Federation or Common Market would be that single master country. This vote is to second the motion put forth by SueEllen, with an attached idea proposed to make this become a reality.
