Detailed Description:
IT has occurred to me that the existing professional exchange is un-fair for newly acquired states. My proposal is that 10% of each profession could be given as professional aid for a period of 7 game months, without the receiver having to give anything back. This will allow moderate aid and growth, after war damage.

This is unclear. A newly acquired state is one that was conquered? In such a case, the other empire members can easily move large numbers of their population to the damaged country and help it quickly.
Are these newly acquired states just new players you want to help, that may be a different issue and a variation on the professional exchange.
