Detailed Description:
When these units were introduced it was made clear that they would not have a negative effect on corporations. Since there arival my corporations have indeed suffered. As I write this proposal six of my factories have cut production and hiring due to a shortage of these units.
If the recent changes to the system require these units as a counter balance then wouldn't it be more realistic to have a monthly charge for maintenance.
In the real world companies don't buy a maintenance kit, they hire crews or subcontractors to do the work and unless there called in after a problem occurs this process wont slow production a significant amount.
I believe that making maintenance a commodity is a move in the wrong direction. Its hindered by the basic problem of shortages and as a commodity that is used by all corporations of every kind it will always have this problem.
If you agree that maintenance should be a fee instead of a commodity please vote yes to this proposal.

Factory maintenance units, as we have said, do not influence production levels.
Production continues even if there are severe shortages.
This was done because we have expected huge shortages and want to give the market some time to adapt.
At a later stage, in several weeks, we will remove this exception and corporations will have to have the Factory Maintenance units in stock to keep their production going. This will be announced ahead of time.
Factory maintenance units are becoming very profitable and will most probably remain very profitable for a long period before production will be able to catch up with the increasing demand that has not reached it definitive level.. Setting up these corporations will beneficial for all countries.
