We intend to add such a feature but there are possibilities to help poor countries even now. It is possible to send relief goods, in large quantities, food for example, which reduces the cost for the receiver and even allows it to sell the products on the market.
It is also possible to provide very large cash amounts for a single gold coin and even trade it back for less. This is an unintended way of providing cash that is used by many countries.
