Detailed Description:
While I was trying to build and convert 5 NEW Universities to work as Rehabilitation Program Management Centers for my nation's unemployed (housewives mostly), who were at the time quite faithfully committed to improving their value to the job market, I somehow gave the order to ..... um... obliterate very busy Universities,.... in the middle of their ongoing scheduled classes. Eeek! In a realistic game environment, even our President wouldn't have evicted those students from their classes just as their June graduation ceremony was coming around -- at least without there being a severely impending national priority, and even his first term in office very likely wouldn't have qualified. Should this kind of an error be possible?

In all previous occasions when such features were discussed, a large majority argued that the president should not be limited in her/his actions.
