Detailed Description:
Proposal that the ridiculous limits on the amount of arms you can deactivate should be removed. If a country is in secured mode then why do you need an army at all? I have overbuilt my army and now my economy is struggling to keep up, however I can't deactivate due to the fact the game believes that this would render my defenses too low. Defenses which I don't need. Please vote in favor of removing this minimum arms limit.
