Detailed Description:
Allow players to have more control over population of cities. When our countries get very large in population, the number of counties, towns, and cities get extremely large. Allow players to control the number of peoples that live in a city. This way we can have larger cities and less numbers of towns, cities and counties. Also, this could make the defensive strategy more meaningful.
