The offer stands. When you all move up to the same war level, we can settle this once and for all. No need for war levels to separate us. There was nothing unclear about the request.

Move to war levels where all of you can get into the fight, And we will have a proper settlement.

We can settle this where each party involved is able to reach out and touch someone.
