Why don't you do some actual research into legal principles before mouthing off. Sovereign immunity is a WELL established concept in international law and states usually only waive it in narrow circumstances, foreign policy decisions not among them.

Enforceability of another nation's laws under principles of comity is strictly optional and is usually done when the nations involved actually respect each other and enforcement of those foreign laws would not violate fundamental domestic policies. For example, if a woman escaped from Saudi Arabia, sought and received asylum, and her husband subsequently sued to get her extradited under Saudi Arabian law for punishment, a court in a free, democratic nation would probably not enforce the Saudi law because to do so would violate fundamental notions of equality.

It is VERY unlikely that an actual court would rule in favor of Hezy here. Especially considering that the closest real life equivalent to NLUO, the UN, doesn't pull anywhere NEAR the shit that Hezy does. Not to mention Hezy's laughable incompetence as a prosecutor. He'd get pwned if he actually had to argue his case in a real courtroom, with REAL defense lawyers.
