The number of weapons per military base
If a country has 100.000 defensive land based weapons, it needs at least 5 defensive military bases. The position of the weapons is not relevant and even if they are all deployed around the country, their numbers will count for the max number per military base.
Moving weapons from the reserves into active duty will not work if the numbers are too large. Once the number exceeds 20.000 per military base, the weapons will be placed back into the reserves.
If you intend to keep a very large army and you have many weapons in the reserves that may be called on; you need to make sure that there are enough bases in the country to house these weapons.
