Military bases and nuclear attacks
The destruction of the last military base of any type by a nuclear attack does not destroy all the available weapons even if nuclear defense is not available.
The last base of each type cannot be destroyed beyond 99%. If there are two bases of the same type, and both are undamaged, you can destroy one for 100% and then the remaining base to 99%.
