You should be able to set something similar to "Education Priorities" that works for High, Med and Low level workers, so when you are low on them and need to start a corporation or something you can get more.

The question of course is where these workers should come from. Education takes workers and make them professionals. The number of professionals grows and the number of workers declines. Now where do we get people to make them workers? They can only come from population growth. Or do you want teachers and high tech executives to become workers again?
If you want more workers, reduce education priorities and you will have less professionals and more workers.
