Detailed Description:
The proposal is to adopt a weighted voting system where a players vote is weighted by their current game level. For example, a level 3 player vote would be equivalent to 3 level 1 players. A level 6 player vote would be equivalent to 2 level 3 players. This would allow those accomplished players who best understand the game a proportionate say in the changes being proposed. Noobies would still have a voice, but a measured one. To be sure of this, public voting should remain unweighted whereas exclusive polls would be come weighted. Security council voting should also be weighted to avoid the occaisional abuses by multiplayers. Federations and Common markets should be able to indicate in their rules whether voting is weighted or non-weighted.

These are polls and they do not decide which way the game will go. There are the full members with their own polls and we are more than able to distinguish between great suggestions and beginners requests. This is one man one vote with a selective gamemaster who is setting priorities and makes the final decisions.
