Detailed Description:
I think we should be able to promote a set amount (say 5000)of low level workers each month up to medium or high level workers.I have 3 countries and all have large numbers of low level workers but not enough medium or high level workers to warrant building a corp to employ them,so i'm paying social security to tens of thousands of people who are near impossible to create jobs for.I know we can change the professionals down to low,med or high workers but sometimes this simply isn't enough,especially when building a new corp requires these proffesionals as well. In real life,people are promoted all the time from the shopfloor upwards,so why not here? If you are in the same situation,please vote with me here.

There is a continous flow of workers beteen the three groups. The best way to ?get rid? of the large numbers of low level workers is by educating them and starting corporations to increase your employment level.
Workers, and mainly low level workers are a very important asset to your country. It shows that there is a potential to educate and grow.
