I believe there should be an option to turn off automatic loans, so that when you run out of money, instead of being given a loan automatically, you simply can't buy anymore. And if you wanted to continue spending you could ask for one instead of being given one automatically.

We already have the option in the software and are wary of the consequences. If countries refuse the loans, they will get into negative cash and bankrupt or their economy will fall as they will be unable to purchase anything.
