i think that the birth rate should be made flexible and in the presidents control. in real life there are schemes to make babies by the govt. like leave with pay if you are pregnant and other bonuses and facilities including government grants. how many people would want to increase their pop with an accelerated rate of birth. please vote yes because it will beneficial all the players in the game. vote no if you don't have common sense.
