Detailed Description:
I understand W3Cs position in not changing secured mode, but maybe incentives can be made to encourage players to come out of secured mode. I propose that a score multiplier of some (value to be determined) be given to countries not in Secured Mode. Additionally the monthly military spending limits can be higher if you are not in Secured Mode.
By doing this, players can have the benefit of learning the game while still protected, but players willing to put their countries at risk get rewarded.
