Detailed Description:
Players should not be able to use secured mode as a way to act provocatively without any chance of retribution. We need a system, perhaps similar to the boycott or security council resolutions, where if enough independent players vote, an offending country's secured mode may be removed. Allow SC players to police ourselves!
