Detailed Description:
It is entirely too hard to come out of secure mode. For two days I've been trying, and kept getting the message saying My defense was too weak. So I fixed it. Now its letting me click the 'turn off secure mode' button, but is now saying I had offensive weapons inactive, and that I need to active all of them. This is a problem. I dont have many offensive weapons in reserves, but it'll take me days to reactive them all because I can only active like 2% a month. Vote for this poll if you think you should be able to come out of secure mode with a decent defense, even if you do have some offensive weapons in reserves.

We will make it easier to switch out of secured mode but we want to prevent a very strong country from switching over and directly attack others. This is why we look into the offensive capabilities. The reserves are activated at 10% per game month.
