Detailed Description:
Nations should be able to start out their own Satt. programs.(Though it will not affect the current game worlds).Benefits being::--
1.It will provide with the valuable(Defense related)info about other nations especially the ones with whom one nation wants to go to war
AND
2.Income from other countries (in the form of Contracts)who do not have this technology but want the info stated in 1. above.
