Detailed Description:
By this proposal, we demand to W3C to implement the salary targets for government workers, and make it their top 10 priority as it is extremely time consuming to login everyday in 10 countries, to simply lower the salaries by -3% three times a day (once per game month). This is a very old demand by the player community, and I possibly don't see why you would vote against it. Stand together in this common demand, and vote in favor of salary targets for government workers.
P.S. Why are soldiers paid the salary of mlw ? (secondary proposal is to fix soldiers to be paid as llw).

Salary target can be set now. The monthly salary changes are temporarily set to 10%. Government salaries cannot divert too much from the average salaries in corporations.
A next upgrade before October 12, will allow government salary targets to differ widely from salaries in corporations but will cause workers to leave the government and the army and go for better jobs in the industry if the difference is to high. The salaries of soldiers are being checked and will be fixed if they are indeed wrong.
