Detailed Description:
I have no doubt that similar polls have already been passed, but I would like to spotlight two issues again. 1) Currently, when a player wins a major award, they drop to the end of the rankings along with all of their slave countries. This practice is confusing for new players, unfair to veteran players, and completely unnecessary. Instead, I would like to see a ranking system based entirely on country score, where top players are not penalized. Award ineligibility could be shown by a small symbol or icon next to the player name. 2) Winning an award in one world, should not make a player ineligible for winning awards on the other worlds. It's just common sense, since the worlds are separated in every other function of the game. Vote Yes if you agree with issues 1) and 2).

This is how it worked before the current system. It was confusing. Players mailed repeatedly complaining that their countries are high on the ranking list and they do not receive an award and kept discussing the number of months that passed since their latest award.
