Detailed Description:
Ok, so they gave noobs 100 tanks and 100 jeeps and other lame weapons. This certainly does not mean that noobs who just registered should be allowed to declare wars right away. You can't expect a brand new player who has just registered their country to know how to fight a war. If you agree that new players should have a restriction of at least 1 game year before they are able to declare wars on c3 (since they cant attack president countries before 6 weeks), please vote yes. If you want this bad joke to continue and to see newbies continuously declaring wars right after they registered their countries vote no.

new players now have both defensive and offensive weapons. They are in secured mode but they can attack a C3 country and they can win more easily than before. The first C3 country they attack will be easier than regular wars and many do so and conquer a country.
New players cannot attack a country with a president. We had many problems with that in the past, suicide countries etc.
