Detailed Description:
Currently to transfer population from one country to another you need 30M. I noticed that the top cap has been raised from 50M to 100M. Please lower the 30M to a more reasonable 10M or so. Most people would keep a country with more than 30M pop rather than plunder it for its wealth. Please vote yes to see this change happen.

There is no functional reason to reduce the population of a country to less than 30 millions. It does not help the country at all. Reducing from higher numbers is also disputable. Moving population is in fact allowing population to become an asset that can be traded on the market. We encouraged this market but it should not be used to destroy countries by reducing their populations to very low numbers.
