It should be possible to pool together a federation's disaster relief resources so that if any member within that federation needs it it's already there.

Pooling together can means several things. Putting them in some place does not help much. What can be done is that each country in the federation will agree to keep a certain amount of relief goods ready for shipment, the list of resources that are available will be visible for all members and each member can request some of the resources when needed and trigger automatic transportation.
