Detailed Description:
Give the units a task to complete, such as taking certain ground or factories etc etc rather than just blundering into enemy land.
Allow outflanking of enemy. Make ground troops necessary to take nations. Allow "pockets" of enemy to be cut off from supply therefore causing surrender of units. Have you read ANY war history? Debase the amount of weapons by a 10. ie. have 100 interceptors instead of 1000. Also, coupled with the above, make staffing levels selectable for various positions in the status of war. ie. Peace = 100% defensive operational heightened tension = 100% defensive operational

create generals who have a bearing on the outcome of particular battles - they gain experience with victory and defeat. there are more ideas if you want them. vote yes to fundamental change the idea of how war actually is carried out or vote no to keep this "rush the enemy" nOOb armies status.
