Detailed Description:
There should be no lower nor upper cap for the amount of housewives and disabled a country can have. If I (or anyone else) can field sufficient facilities to rehabilitate these why not let us?

We have already increased the numbers that can be returned to the labor market following a previous vote. There are technical difficulties in going further but we may be able to increase the percentage somewhat. It is however unrealistic to have every housewife back to work and rehabilitate every single disabled person.
This feature will become more important in the game as we will introduce a "participation index" that looks into the percentage of the people in the country who participate in the economy. We will then try to increase somewhat the percentage of housewives returning to the labor market.
