Detailed Description:
Currently, the highest salary setting allowable for new corps is 200. If there are many CEO corps in your country who are a 800 or so, your new corp has a BIG problem attracting workers.
I hereby propose that you should be able to create new corps with an initial salary setting more in line with the average or median salary multiple than is currently prevalent in your country.
I doubt that in the real world, a new company would open it's doors while offering a pay scale that is 1/3 of the average pay scale in that country.
Vote yes to allow a more realistic starting salary for workers in a new corp.

Private corporations pay much more into the country finance that any state corporation. In addition, high salaries frequently cause huge losses in countries. Private corporations should be helped by the president, and not competed with.
All large and successful players in simcountry are making most of their profits with private corporations in their countries.
We will look into the start salaries in comparison with salaries in state corporations.
