i think that if you don't have any of an item, for example my country uses bombs but i don't have any in stock, it shouldn't turn into a negative number if i don't have any then my bombers don't train that month then when i go to buy bombs 10,000 of them don't just disappear
i also think we should be able to chose to train our army or not, obviously you would need to give players an advantage during wars or something to give them any reason to train because as of now it just makes shortages on ammo for weapons that people use alot, and some players may want to save their money and not train their army, which in turn would obviously make them less effective in a war.

The army is now only doing some basic training to keep the weapons in good order. Real training of army units will be added after the war engine is installed.
We have considered the possibility to junk some of the weapons if ammunition goes negative. An army should take care of itself, and if it does not, the weapons become junk and can be discarded. This happened on a large scale in Eastern Europe where they had more weapons than they could maintain.
Putting the bombers and other weapons into the junkyard and reducing their numbers will however increase the cost of the army. These weapons are very expensive. We have chosen to enforce the purchasing of ammunition required for the basic training.
Using the ammo, replaced the previous system where large quantities of services and military services where used by the army. The cost remained unchanged or lower.
If many countries will continue large shortages, we may consider scrapping the weapons.
