Detailed Description:
I think that if a country has a border on the water, you should be able to setup a blockade of naval forces in the water around the country's border touching the water. If another country tries to setup a blockade around that country as well, the naval forces would fight each other. Noob countries have blockade protection. What do you think?

It is a good idea but the blockade should have consequences. For example imports will not reach the ports etc. This will be added to our wishlist but will be delayed because of the complexities involved.
