even though it's been mentioned in the previous poll and others;
the educational system is completely disfunctional. At 160 index, it's not capable of producing enough high tech executives for a fairly well developed country.
On the other hand, when you leave your country it alone for a holiday, it produces hundred of thousands of unemployed lower worker groups.
If a teacher shortage occurs, schools are destroyed as a consequence, rather than shut down. This destruction is happening typically to one type of school only, doubling the damaging effect to the total system. A system with 100 index schools, 0 index high schools and, say, `100 index universities produces nothing at all. with some bad luck or worker fixes, this leaves your country completely crippled after a holiday of say 3 weeks. Even without holidays a downward educational spiral is very hard to turn, and takes more destruction of facilities to free available teachers.
This situation is getting worse. Vote yes if want a more intelligent education system.
Suggestions;
1 Control over (re-)education of All types of unemployed worker groups, not only Lower level Workers.
2 Stabilized inactivation of educational facilities rather than destruction of one type only
3 Rapid Action. W3C, please don't bother waiting till the end of this poll

We will improve the closings procedure to effect both types of schools and at the same time, or later as resources allow, make these schools, universities and hospitals inactive instead of closing them. The effect of unstable education system was already weakened and the numbers of people in the correction procedures largely reduced. The ultimate solution will come when the education system is not allowed to deliver more professionals than the number of students going to school.
The education system, if prioritized correctly can produce everything the country needs and large numbers of unemployed in any of the professional groups can and should be avoided to prevent large chunks of the population from becoming non effective. Use professional exchanges to correct difficult situations.
