Military base reconstruction time. Status: Will be improved

Detailed Description:

I think that the amount of time to reconstruct military bases should be shortened. After conquering a country and taking it over the system will not allow you to buy defenses or build new bases until the damaged ones are rebuilt. There should be a way to speed up the process so that defenses can be rebuilt.
