I don't know if this is in the process of being added but if you want Military Academies to prevent the shortage of Middle Level Managers vote YES if not and you still want the status quo vote NO

We will consider that option. Although it may reduce the problem of shortages of mid level managers, it will greatly reduce the flexibility of the army. If unemployed officers will not be available, the army will not be able to grow. The limited capacity of such academies will not allow a fast expansion of the army.
