Detailed Description:
Levels are often seen as a way of earning coins and rightly so. What I propose now, is adding something else that encourages players to hit the higher levels. Starting from level 6, players are required to have empires. Why not reducing the government costs of those empires? If their empires become bigger than 5 (five) countries, government costs should STOP going up. This will encourage players to remain at level 6 AND will create the possibility to further invest in education and health facilities. Moreover well developed empires will be in RL more efficient. And what's more, it's not too complicated to implement according to me.
So vote YES if you want lower gov cost for high level empires and vote NO if you want to keep things like this for some reason.

There are many reasons to try and keep the high level, including much higher score. The government cost is part of the balance of income and cost and its level is not a game feature.
