Detailed Description:

I want to be able to place one leader of all the countries of an empire. Not have a leader country. Vote yes or no. Your choice

Probably a misunderstanding. An empire has one leader. One country however, has a special position in the empire and is more secure, to allow for safe guarding of empire assets.
