if you go to war with your neighbor countries you should be able to take land off them as a result of battle or you should be able to purchase extra land.

In the new war setup, it will be possible to invade a neighbor, conquer cities and corporations and even incorporate these corporations into your economy. The formal borders are hard to move and such a change is not worth the huge amount of work involved while we have so many issues waiting that can be developed in a fraction of the time needed for such a change.
