I believe we should be able to create spy networks which we can use to spy upon ememy or rival countries to learn their secrets and even sabatoge their industries. To keep taps on the spy activities institute harsh embargos and even more aggressive punishments on those who abuse this power. Thanks for listening and a vote on yes would be appreciated.
