Detailed Description:
Raise the amount of countries in an empire before penalties start to hurt your country. I think the current 10 countries is a little low. Maybe 20!? I take the time to ensure my countries are well managed so why not?

The size is unlimited but large empires are in fact too large already and should be hard to sustain.
