Detailed Description:
Currently Helicopters are designated as military equipment. There are many civilian uses for helicopters in the Real World (ie. medical airlift, traffic reports, helicopter tours and charter services for leisure purposes, etc...) and thus the designation as just military has no practical purpose. Especially since helicopters are included in Relief Resources. Since disasters are striking Peaceful Countries as well as Countries with the ability to purchase military units, Peaceful Countries are at a disadvantage at FULLY recovering from any disaster that hits them. Peaceful Countries should be able to have the means and resources necessary to be able to recover from any disaster that may end up affecting their countries.
Agree if you think Helicopters should be changed to be allowed to be purchased by Peaceful Countries. Disagree if you want the status quo.
